This purpose is to achieve the best value for Council by standardising the procedure for the purchase of goods and services, by setting out the requirements of the management system for the control and supervision of purchasing practices in order to procure goods and services:
(a) of the required quality;
(b) in an efficient manner;
(c) at a competitive price; and
(d) by an accountable method
